Seventeen firms from Jammu and Kashmir have been found eligible to operate as private-sector Hajj Group Organisers (HGOs) for Hajj 2027, according to the eligibility list published by the Ministry of Minority Affairs.

The list was issued pursuant to Notice No. HAJ-15/2/2026-HAJ-MoMA (e-151636), dated July 3, 2026, inviting online applications for registration of HGOs for Haj 2027.

The applications received through the HGO Portal were scrutinised and evaluated against the eligibility conditions prescribed under the HGO Policy for Haj 2027, including submission of prescribed documents, financial eligibility, experience and compliance with the provisions of the policy.

Of the 17 eligible firms from J&K, three have been placed in Category-I, 10 in Category-II (Experienced Applicants), and four in Category-II (New Applicants).

The Category-I firms are Labaika Haj & Umrah Service, Alkhuddam Hajj & Umrah Services and Al Hayat Hajj and Umrah Travel Services.

The Category-II Experienced Applicants are Raj Baba Tour and Travels, Al Gazali Tours & Travels, Gazi Tours & Travels, Al Haramain Hajj and Umrah Services, M/S Universe Travel Corporation, Al Safeer Tour and Travels, Al Ansar Tours & Travels, Fly High Tours and Travels, Sahar Tours & Travels and Al Haram Tours Hajj & Umrah Services.

The Category-II New Applicants are Khadim Al Mecca Tour & Travels Pvt. Ltd., Anabia Holidays and Tourism, M.G Tours & Travels and Leena Travels.

Under Clause 4.4 of the HGO Policy for Hajj 2027, selected Lead HGO applicants have been directed to constitute Combined HGO Groups (CHGOs) by inviting eligible HGOs from different categories.

Each CHGO is required to have a total quota as close as possible to 2,000 pilgrims and must include at least one Category-I Lead HGO, at least one Category-I Non-Lead HGO and at least one new Category-II HGO.

The Lead HGO is required to submit details of the constitution of the CHGO to the Ministry within three days.

However, the eligibility of these 17 firms does not mean that Haj quota has already been allotted to them. The distribution and allotment of quota among private HGOs is yet to take place.

The actual number of pilgrims that each eligible HGO will be permitted to serve will be known only after the formal quota allocation process is completed.

Bookings for Hajj 2027 cannot commence merely based on the eligibility list. The operators can begin bookings after the CHGOs are formally constituted and quota allotment letters are issued by the Ministry.

The quota allotted to the respective HGOs will be notified to the public after completion of the required formalities.
