Jammu, Apr 2: Chief Secretary Atal Dulloo on Thursday chaired a comprehensive review meeting to assess the availability and distribution of LPG, petrol, diesel, fertilisers and other essential commodities across Jammu and Kashmir, asserting that the overall supply position remains stable despite the prevailing situation in West Asia.
The meeting, attended by Administrative Secretaries, Divisional Commissioners, District Administrations and representatives of Oil Marketing Companies, focused on ensuring uninterrupted supply and efficient distribution across all districts.
Dulloo directed Divisional and District Administrations to prioritise daily monitoring of stock positions and supply chains. He also instructed Oil Marketing Companies to provide real-time access to their digital portals to Deputy Commissioners for close tracking of LPG distribution and adherence to delivery timelines in both rural and urban areas.
Emphasising grassroots feedback, he asked field administrations to engage regularly with farmers, industrialists and other stakeholders to assess the availability of fertilisers and fuel, as well as timely wage disbursement in the industrial sector. Departments were also directed to intensify inspections in coordination with local administrations to ensure seamless supply to the farming community.
The Chief Secretary stressed priority supply to critical institutions, including hospitals, universities, residential schools and hostels, and called for ensuring adequate fuel availability for migrant labourers engaged in infrastructure and development projects.
Reiterating a zero-tolerance policy, Dulloo ordered strict legal action against hoarding, black marketing, overcharging and diversion of petroleum products, and called for enhanced vigilance and frequent market inspections to safeguard consumer interests.
He also directed all departments and district administrations to remain accessible to the public, ensure prompt grievance redressal, and proactively communicate resolutions. The Information Department was asked to launch an intensive IEC campaign to counter misinformation, rumours and fake news.
Earlier, Commissioner Secretary, Food, Civil Supplies & Consumer Affairs, Saurabh Bhagat, gave a detailed presentation outlining long-term strategies to strengthen supply chain resilience, including department-wise interventions to ensure sustained availability of essential commodities in the region’s challenging terrain.
On LPG supply, it was informed that 100 percent domestic demand is being met across J&K, with smooth distribution and no major disruptions. The department is also expanding the Piped Natural Gas (PNG) network to ensure reliable supply in the future.
Jammu Division:
Divisional Commissioner Jammu Ramesh Kumar informed that LPG stocks are sufficient for 15 days, with an additional 18 days of supply in transit. Petrol and diesel stocks stand at 12 and 19 days respectively, with further supplies of 16 and 19 days in transit. He added that no abnormal price trends or shortages have been reported, and adequate stocks of dry ration and LPG are available in hospitals (up to two months) and hostels (around one month). Payments to MSMEs and wages to labourers are proceeding smoothly.
Kashmir Division:
Divisional Commissioner Kashmir Anshul Garg said LPG stocks in the Valley are sufficient for 15 days, with an additional 18 days in transit. Petrol and diesel availability stands at around 12 and 19 days respectively, with more supplies in the pipeline. Most LPG deliveries are being completed within five days of booking, with only 2,298 deliveries pending beyond 15 days.
He further informed that 2,253 grievance calls were received on helpline numbers, out of which 2,228 have been resolved by district administrations. Enforcement drives have been intensified, with over 1,920 market inspections conducted, leading to sealing of four petrol pumps/gas agencies and registration of three FIRs for violations such as hoarding and black marketing.
The meeting also reviewed the availability of food grains and fertilisers, reaffirming that supplies remain stable across districts.
The administration urged citizens to remain calm and avoid panic buying, assuring that adequate stocks are available and all necessary measures are in place to maintain uninterrupted supply across Jammu and Kashmir.
