Sidha chaired a review meeting to assess the institute’s progress, including construction, pending works, statutory approvals and preparedness for operationalizing various facilities.

Officials informed the meeting that the project had achieved around 81 percent physical progress, while financial progress stood at over 72 percent. The revised master plan and associated changes have been approved.

Reviewing Phase-I, the meeting was informed that Hospital Block-1 was 100 percent complete, while Hospital Block-2 had reached around 99 percent completion. The DDC directed the executing agency to address the remaining issues on priority and make the OPD functional by the end of October, wherever feasible.

Electrical substations and allied works are also around 99 percent complete, with testing and commissioning underway. Sidha directed the concerned officers to complete the remaining works, testing and commissioning within the next two weeks.

He stressed that critical infrastructure should be completed well before the onset of winter and that no avoidable delays should be allowed.

Reviewing Phase-II, which includes academic, administrative and hostel buildings, officials said civil works on the identified buildings were at an advanced stage. The executing agency was directed to complete the remaining civil works within 20 days, wherever technically feasible, and make the buildings functional by the end of November.

For Phase-III, where progress on various works is estimated at 75 to 80 percent, the DDC directed the concerned agencies to accelerate construction and adhere strictly to approved timelines.

The remaining works include hospital blocks, academic blocks, residential buildings, hostels and external development works.

Emphasising execution on the ground rather than merely recording progress on paper, Sidha called for a proactive approach by all concerned agencies to resolve bottlenecks and ensure timely completion and operationalisation of the institute’s facilities.

The programme also provided a platform for stakeholders and board members to discuss community needs and explore collaboration through advocacy, resource mobilisation, institutional support and community engagement.

Following a similar engagement in Pulwama in August, the Baramulla programme reaffirmed CHINAR International’s commitment to strengthening local partnerships and promoting inclusive development.
