Jammu, Sep 22: Amid renewed upsurge of speculations about its expansion during the second week of October, J&K cabinet on Tuesday cleared residential land lease rules, proposing amendment to J&K Land Grant Rules, 2022.
Besides, the cabinet also approved the bills proposing amendments to J&K Jan Vishwas (Amendment of Provisions) Act and J&K Water Resources and Management Act.
In case of Jan Vishwas bill, it will be the third amendment as “The Jammu and Kashmir Jan Vishwas Second (Amendment of Provisions) Bill, 2026” was passed earlier this year during the budget session.
Sources stated that the cabinet deliberated on the specific agenda related to government business to be transacted during the ongoing autumn session of J&K Legislative Assembly in Srinagar.
Following the cabinet meeting, an official spokesperson said that the Chief Minister chaired the 12th meeting of the Council of Ministers in Srinagar today (September 22, 2026), reviewing key development initiatives and governance priorities aimed at advancing inclusive and balanced development across Jammu and Kashmir.
Among the key bills proposed for introduction in the session included the bill seeking amendments in J&K Goods and Services Tax (GST) Act, 2017 to bring it at par with the Central Act; Jammu and Kashmir Municipal (Amendment) Bill, 2026 to remove operational inconsistencies in the J&K Municipal Act, 2000 and the bill related to Ease of Doing Business aimed at facilitating businesses to run by providing them with major concessions.
Earlier during its meeting on September 10, the cabinet had cleared four bills for seeking LG’s approval for introduction in the Legislative Assembly during its current autumn session yet had decided to put on hold its ambitious “Mission Skill” and “Home Stay” policies for further deliberations.
Following the cabinet approval, all important cleared agenda items are sent for the Lieutenant Governor’s nod.
Of the four bills cleared by the cabinet on September 10 and sent for LG’s approval also included the bill seeking amendment in J&K Cooperative Societies Act, 1989 to repeal J&K Self Reliant Cooperative Act, 1999 and provide transitional arrangement of self-reliant cooperatives under the J&K Cooperative Societies Act, 1989.
This bill, which was introduced on the opening day of the session i.e., September 21, was passed by the House on Tuesday, September 22, 2026.
