The three-day Master Trainers’ Training Programme for Phase-II of Population Enumeration under Census 2027 for the snow-bound areas of the Union Territories of Jammu and Kashmir and Ladakh concluded on Thursday, paving the way for the next phase of field-level preparedness ahead of the Population Enumeration scheduled to commence in September 2026.

The training programme was organised by the Directorate of Census Operations, Jammu and Kashmir and Ladakh from August 4 to 6 under the guidance of Director of Census Operations Amit Sharma.

Master Trainers from 16 districts of Jammu and Kashmir—Anantnag, Bandipora, Baramulla, Doda, Ganderbal, Kathua, Kishtwar, Kulgam, Kupwara, Poonch, Pulwama, Rajouri, Ramban, Reasi, Shopian and Udhampur—and the two districts of the Union Territory of Ladakh, Leh and Kargil, participated in the programme.

The trained Master Trainers will now conduct district-level training for Field Trainers, who will subsequently train Enumerators and Supervisors responsible for carrying out the Population Enumeration in the notified snow-bound areas.

Addressing the participants, Amit Sharma said Master Trainers form the backbone of the Census training framework and will play a critical role in ensuring uniformity, accuracy and quality during the forthcoming Population Enumeration exercise. He emphasised the need to maintain uniform training standards across all districts so that every Enumerator and Supervisor is fully prepared for India’s first digitally conducted Census.

The training was conducted by Joint Chief Principal Census Officer and National Trainer Arun Kumar and Assistant Chief Principal Census Officer and Master Trainer Jatinder Kumar through classroom sessions, demonstrations, practical exercises, quizzes, role plays and interactive discussions.

The programme covered operational timelines, Census concepts and definitions, collection of demographic particulars, religion and caste, family composition, disability, language, education and literacy, economic activities, migration, fertility, enumeration of the houseless population, the Revisional Round, operation of the Population Enumeration Mobile Application, self-enumeration, interviewing techniques and hands-on digital data collection.

Officials said the programme forms an important part of the preparations for Census 2027, aimed at ensuring accurate, uniform and technology-driven data collection in some of the country’s most challenging geographical areas.
