Leh, July 31: Lieutenant Governor Vinai Kumar Saxena approved the decentralisation of the registration of societies and partnership firms in Ladakh by empowering Deputy Commissioners of all seven districts to function as Registrars within their respective jurisdictions, an official statement said on Friday.
The move is aimed at improving access to statutory services, reducing procedural delays and bringing governance closer to the people by enabling citizens to avail registration-related services in their own districts.
Currently, the Director of Industries and Commerce, based in Leh, serves as the Registrar of Firms for the Union Territory, requiring people from remote areas to travel to Leh for registration and other statutory matters, it said.
Under the new arrangement, Deputy Commissioners will discharge the functions of the Registrar of Societies and Firms in their respective districts, making services more accessible to residents, entrepreneurs, self-help groups, voluntary organisations and partnership firms.
The administration said the decision would facilitate quicker registration, timely disposal of applications and amendments, and reduce inconvenience to citizens by eliminating the need to approach a central authority in Leh.
Ladakh’s vibrant cooperative sector, which provides livelihoods to a large section of the population, is also expected to benefit from the decentralised mechanism by improving administrative efficiency and access to statutory services, it said.
“We endeavour to bring governance closer to the people by making essential public services more accessible and responsive. Empowering the Deputy Commissioners as Registrars of Societies and Firms will simplify the registration process, reduce inconvenience to citizens and strengthen institutional support for community organisations, entrepreneurs and partnership firms across all districts of Ladakh,” Saxena said.
He said the decentralised approach reflected the administration’s commitment to transparent, efficient and people-centric governance.
The Registrar of Societies and Firms registers societies and partnership firms, maintains statutory records, processes applications for registration, renewal and amendments, and ensures compliance with relevant laws.
The administration said the new system is expected to improve transparency, enhance the ease of doing business and strengthen the functioning of voluntary organisations across Ladakh.
