Srinagar, Oct 6: The Health and Medical Education Department today ordered a departmental inquiry against Dr Azmat Gowhar Khan, Chief Medical Officer, GMC Baramulla, over charges related to his directorship in M/s Clinnova Healthcare Pvt Ltd.
Government Order No. 741-JK(HME) of 2026, issued on October 6, appoints Abdul Gani Raina, I/C Chief Medical Officer, Baramulla, as the Inquiry Officer. Khursheed Ahmad Damnoo, Accountant, GMC Baramulla, has been appointed as the Presenting Officer.
The inquiry will examine whether Dr Khan’s directorship in the company from May 23, 2020 to June 12, 2020 constituted a violation of Rule 10 of the J&K Government Employees (Conduct) Rules, 1971.
The Inquiry Officer will also examine Dr Khan’s claim of inadvertent association due to a matrimonial dispute, the authenticity of documents submitted in his defence, and verification reports of the Anti-Corruption Bureau and Drug Control Officer.
The officer has been directed to submit a reasoned report within 30 days, stating whether the charges are proved, not proved or partly proved, along with recommendations for departmental action.
