J&K Govt puts financial sanctions, fund reallocation on digital track

Srinagar, Oct 7: The Jammu and Kashmir Government has moved to digitise the processing of administrative and financial sanctions as well as budget re-appropriation and surrender of funds, with the Finance Department ordering the operationalisation of two new modules on the Jammu and Kashmir Budget Estimation, Allocation and Monitoring System (JK BEAMS).

The Finance Department’s Budget Division, through Government Order No. 310-F of 2026 dated October 7, sanctioned the implementation of the e-Sanction Module and the Re-appropriation & Surrender Module across all Administrative Departments, Controlling Officers, Heads of Departments, Drawing and Disbursing Officers (DDOs) and other concerned authorities in J&K.

The order said the e-Sanction Module will facilitate the “online preparation, processing, approval and issuance of Administrative and Financial Sanctions through the prescribed authority hierarchy”.

The second module will enable departments to submit and process proposals for re-appropriation and surrender of funds online, allowing budget provisions to be adjusted and utilised in accordance with financial rules and delegated powers.

The Finance Department said both modules have already been “developed and technically completed in JK BEAMS”.

Under the new arrangement, administrative and financial sanctions will have to be prepared, processed, approved and issued through the prescribed digital workflow on JK BEAMS. The sanctions will also have to be digitally signed by the competent authority through the e-Sanction Module.

Similarly, departments will be required to submit, process, examine and approve re-appropriation and surrender proposals through the prescribed digital workflow.

The order makes timely surrender of anticipated savings and reallocation of funds through the new module mandatory, signalling a move towards closer digital monitoring of budget utilisation.

Importantly, the government has also provided for online tracking of the status of sanctions and fund adjustment proposals.

“The status of sanctions and of re-appropriation and surrender proposals shall be made visible online to the concerned authorities and digital records of all such cases shall be maintained in the Modules for monitoring and for verification and audit purposes,” the order states.

The Finance Department said the digital system is intended to reduce dependence on physical files and manual processing while creating a “proper digital workflow and audit trail”.

The Budget Division will provide technical support for the rollout of both modules.

The order, issued by Financial Commissioner (Additional Chief Secretary), Finance Department, Shailendra Kumar, IAS, has been circulated to senior government functionaries, including Financial Commissioners, Principal Secretaries, Deputy Commissioners, heads of departments, public sector undertakings, autonomous bodies, the Accountant General, Accounts and Treasuries authorities and other concerned institutions.
