13 years on, confirmation of in-charge lecturers still hangs in balance

A group of aggrieved lecturers complained to Greater Kashmir that the department has not regularised their services as confirmed lecturers despite the passage of more than a decade.

The members of the working committee said a large number of teaching faculty were placed as lecturers in 2013 while another group was promoted in 2019, with the expectation that their services would subsequently be confirmed within the stipulated period.

“Unfortunately, the confirmation process has remained pending despite the passage of nearly 13 years. The prolonged delay has affected the lecturers,” the aggrieved in-charge lecturers said.

The in-charge lecturers said they were facing uncertainty over their professional status and career progression.

The prolonged delay also had serious human consequences as the in-charge lecturers said some of the members from the group have retired during the intervening period while some have died without seeing their demand for confirmation fulfilled.

The lecturers also raised questions over an alleged disparity in the payment of charge allowance.

The committee claimed that teaching faculty promoted as in-charge lecturers in 2019 were performing their duties without charge allowance, while those promoted subsequently, including some promoted in 2026, are reportedly being granted the allowance.

“This disparity has caused a genuine sense of injustice and grievance,” the in-charge lecturers said.

They said that the lecturers who have been performing higher responsibilities for years have been deprived of corresponding benefits.

“The continued designation as in-charge has also become a cause of concern for us,” they said.

The in-charge lecturers said the prolonged uncertainty has adversely affected the morale and professional confidence of those serving in the posts.

The lecturers urged authorities to take up the matter on priority and bring an end to the prolonged uncertainty by completing the process of confirmation.

Minister for Education, Sakina Itoo, was not available for her comments on the issue.

However, an official said the file of these in-charge lecturers was in active consideration of the department.

“The file is in active consideration. These in-charge lecturers will get the service benefits with proper effect. Those who have retired or passed away will get the monetary benefits as well,” the official told Greater Kashmir.
